Monitoring and Evaluation and Communication Consultancy for APP IV, AfCFTA and WPS
For the provision of services in monitoring and evaluation, and communications for three programmes supporting peace, security and trade in West Africa and the Horn of Africa, managed by the Danish Embassy in Addis Ababa. Inputs will be required over a period of up to 33 months starting Q2 2021, with longer term inputs from 2 core experts in monitoring and evaluation, and communications, and a range of short-term inputs from national and international experts. Monitoring and evaluation inputs will include review and revision of the results frameworks agreed with the partners, which include the African Union, ECOWAS and IGAD, and support to partner organisations in delivering monitoring and reporting results. Communications results will include periodic campaigns highlighting Denmark-Africa linkages, drawing on results from the programmes, and a series of events designed to showcase Denmark-Africa linkages.

The assignment aims at supporting the Danish Embassy in Addis Ababa to effectively deliver monitoring, evaluation and communications support to the Africa Programme for Peace, the programme of Danish support to the establishment of the African Continental Free Trade Area, and the Women, Peace and Security programme.
The assignment is planned to start in Q2 of 2021 and run for up to 33 months until the current no-cost extension of the Programme finishes at the end of 2023. The assignment is scheduled to run for two phases:
Phase 1 for approximately 15 months and Phase 2 for approximately 18 months;
Phase 2 is optional. Around 13 months into the assignment, the Embassy will carry out a review and may execute the option for Phase 2 if the consultant’s fulfilment of the assignment (in Phase 1) is satisfactory. Only Phase 1 will be secured for the Consultant by signing the contract.
The contract scope will comprise APP IV, with its present four DEs, as well as 2 DEs that are subsidiary to one of the APP IV DEs, a further 2 DEs that relate to the Embassy’s support for the development of the African Continental Free Trade Area (AfCFTA), and also the Embassy’s engagement with the African Union on the Women, Peace and Security programme. These additional engagements align well with the Embassy’s wider peace and security portfolio. The work to be done with respect to these additional engagements will pertain to both communications and monitoring.
The consultant’s team will be composed of two core team members (one team leader cum monitoring expert, anticipated to deliver 280 days of work during the total contract period, and one communication expert, on an assignment of 140 days) and a number of short-term experts to be hired over the course of the contract, anticipated to provide 140 days of inputs in total). These experts will work with the Danish Embassy in Addis Ababa, from where APP IV is managed, and its partners in delivering APP IV, the Support for the African Continental Free Trade Area (AfCTA) and the Women, Peace and Security programme. The Consultant’s management team at headquarters level will i.a. include a contract manager with whom the Embassy can discuss contract-related issues as necessary.
With regard to monitoring and evaluation, the results frameworks and risk matrices are all agreed with the respective partners in their present form. However, they will be revised by the Consultant in consultation between the Embassy and the partners to improve on them and bring them up to date. It will be part of the initial tasks of the consultant to revisit the results frameworks and risk matrices together with the partners and make changes where relevant, adding baselines where necessary.
With regard to communication, there are ‘communication plans’ annexed to the programme documents of all the programmes falling within the remit of the contact. One of the consultant’s initial tasks will be to work closely with the Embassy to thoroughly revise and operationalise these annexes in order to arrive at revised communication strategies and work plans on which the subsequent communication work can be based.
The contract includes a reserve fund of DKK 1 500 000 which will be held for the implementation of a number of showcase communications events highlighting Denmark and Africa linkages, and also to cover the costs of any additional tasks requested of the consultant by the Embassy.
The contracting authority has a maximum budget of DKK 7 250 000 net of VAT in relation to the procurement (i.e. DKK 5 750 000.00 net of VAT for the contract price, since DKK 1 500 000.00 is set aside for the reserve fund). Tenders will be rejected if the contract price exceed DKK 5 750 000.00 net of VAT.
Actions regarding requests to participate and selection must be submitted within 20 calendar days from the day after the contracting authority has notified the economic operators of the decisions regarding selection.
Other actions regarding the procedure (e.g. decisions regarding award of contract) must be submitted within 45 calendar days from the day after the publication of a contract award notice in the Official Journal of the EU.
