Supervision of Works of La Digue and Greater Victoria Wastewater Systems
The Government of Seychelles has received funding from the European Investment Bank (EIB), the Agence Française de Développement (AFD), the European Development Fund and the African Water Facility towards the cost of the Seychelles Water and Sanitation Project. The Project is implemented by the Public Utilities Corporation (PUC) of Seychelles as the Promoter, Procuring Entity and Contracting Authority.
The contract refers to supervision of construction works for the new La Digue wastewater system, concerning the new La Digue WWTP (average flow of 1 000 m3/d) and the new La Digue Sewerage Network (estimated 18 km of sewers, 520 manholes and 20 lift/pump stations).
The contract also refers to supervision of upgrading works of the existing Greater Victoria wastewater system on Mahé, concerning the existing Providence WWTP (average flow of 7 000 m3/d) and the existing Greater Victoria sewerage network (2 existing pump stations, 4 new pump stations and new DN600 force main of 2.4 km length.
The procurement concerns ‘Consultancy Services for Supervision of Works of La Digue and Greater Victoria Wastewater Systems’ of Ref. No. NP07/CON10. The contract was procured using Open International Procedures in accordance with the ‘Guide to Procurement for projects financed by EIB’ (September 2018 version) using Quality and Cost Based Selection procedures.
All individual firms and consortiums were invited to participate in the tender. Consultants were individual companies or consortiums (association or combination) of individual companies. In the event that the Consultant is a consortium, then all members of the consortium is jointly and severally liable to the Contracting Authority in the event that the consortium is awarded the contract.
Complete sets of the Bidding Documents were obtained at no charge from the Procuring Entity by using the contact information in the procurement notice.
The Procuring Entity did not arrange a pre-proposal conference in the Procuring Entity’s country. However, Consultants were encouraged to visit the Procuring Entity’s country before submitting a proposal. If a Consultant requested clarification concerning the Bidding Documents, then such clarification was provided to the Procuring Entity in writing.
The Consultant’s Proposals comprised Technical Proposals and Financial Proposals submitted in separately sealed envelopes in accordance with the Bidding Documents.
Tender evaluation involved: pass/fail qualifications of individual firms and consortiums as indicated in the Consultant’s Technical Proposal; technical scoring of the Consultant’s Technical Proposal; and financial scoring of the Consultant’s financial proposal.
The National Tender Board of Seychelles publicly opened the Technical Proposals immediately after the deadline for the submission of Proposals. The envelopes with the Financial Proposals remained sealed and securely stored at the National Tender Board of Seychelles. The Procuring Entity provided a copy of the Minutes and Register of Tender Opening to all Consultants submitting Proposals.
After evaluation of Technical Proposals was completed, the Procuring Entity notified those Consultants, whose Technical Proposals did not meet the minimum qualifying mark or were considered non-responsive to the Bidding Documents, that their Financial Proposals will be returned unopened. The Procuring Entity simultaneously notified in writing those Consultants that had secured the minimum qualifying mark, the date, time and location for opening the Financial Proposals. Consultants’ attendance at the opening of Financial Proposals was optional.
The National Tender Board of Seychelles publicly opened the Financial Proposals of those Consultants whose Technical Proposals were responsive to the requirements of the Bidding Documents and that had secured the minimum qualifying mark, in the presence of the Consultants’ representatives who chose to attend. The name of the Consultants and the technical scores of their Technical Proposals were read aloud and recorded. The Financial Proposals were opened, and the total prices read aloud and recorded. The Procuring Entity provided a copy of the Minutes and Register of Tender Opening to all Consultants whose Price Bids were opened by the National Tender Board of Seychelles.
