Emalahleni Local Municipality hereby invites professional & experienced consultants for flood management control for Emalahleni Local Municipality dams for a period of 36 months. Scope: - Supervise the monitoring and record keeping of the dam levels on agreed upon frequency, - Capturing, interpretation and provide monthly and daily reports to the municipality with regards to flood management monitoring, - Supervise and give instructions for the monitor the rainfall in the catchment area of the dam by any means possible, including but not limited to the data provided by the Department of Water and sanitation (DWS), - Supervise the monitoring of gauging station upstream of Witbank Dam during the and hydrological servers of DWS, thus in the event of no inflow data available on the website, - Develop database of dam levels, incoming flow into the dams and catchment monitoring which will be used to make decisions with regards to opening and closing of sluices (water discharged from Witbank dam), - Ensure compliance with the DWS annual dam water release (6.53 x 106 m³) into the Olifants River, - To continuously supervise and give instruction for the operation of the 4 sluices gates of the dam by physically testing the sluices for operation ability and supply inspection reports, - The Consultant shall be responsible for the calculation of the degree to which a sluice should be opened by taking all factors available into consideration and before opening, give notice to all specified of the magnitude of the intended opening and the associated flood, - To inform ELM and all other people concerned of any intention to operate and open the sluices by sending electronic messages to the concerned parties, - To update the database of people concerned on a continuous basis, - The Consultant shall be obliged to inform ELM, in writing with recommendations of any defects at the dam, especially those defects hindering the safe execution of the obligations of the consultant, - Consultant shall annual assessments of the structural integrity of the dam wall and all flood control equipment which requires repairs or servicing. Quotation for any repairs shall be sent to the Municipality for approval, - Consultant may subcontract Electrical, Civil or mechanical contractors for any repair work required at the dam wall for the flood control equipment, - The Consultant shall receive from ELM unhindered access to the dam premises at all times. Keys to all locks will be supplied by ELM and will under no circumstances be given to any other party unless sanctioned in writing by ELM, - The Consultant shall execute all work in a safe way according to the relevant laws and by laws of the council, - The Consultant shall provide reports to ELM and DWS as necessary at a frequency agrees to between the parties, - The Consultant shall have personnel available on a continuous basis to execute the responsibility. This will include all days, nights and holidays. The personnel will work under supervision of a professional Engineer at all times, - The Consultant shall keep and provide records of all visits to the dam including detail information of the quantity of water released out and which sluices were used, all against a time basis, - The Consultant is not expected to be physically presented at all times during sluice opening but shall nevertheless control such action, - Annual Review and updating of dam Safety compliance documents and provide implementation plan, - Implementation of Dam Safety recommendations for all municipal dams (Rietspruit, Doornpoort and Witbank Dam) according to allocated budget as and when required. 源: ONLINE TENDERS
