      Raisons de la décision d"adjudication: Après évaluation de tous les critères d"adjudication conformément au cahier des charges (critères de qualité et de prix), l’offre du soumissionnaire gagnant a convaincu surtout dans les points suivants : L’offre du soumissionnaire gagnant a répondu aux exigences requises. Ses compétences en matière de décentralisation et d’appui au développement institutionnel des collectivités en Afrique de l’Ouest sont effectives. Les expériences des membres de l’équipe proposée, la complémentarité dans leurs rôles, l’effort d’ancrer le mandat au niveau régional et de valoriser les compétences locales ont été déterminants dans ce choix.
