Quotations are hereby invited for the following: Rendering of the technical review on annual financial statements for a period of six (6) months. Mogale City Local Municipality (MCLM) invites experienced service providers to conduct technical review on the 2023/24 annual financial statements prepared by the municipality. The review will include: - Review accounting policies of Mogale City presented in the annual financial statements. - Review Statement of financial Performance as per GRAP standards. - Review Statement of Financial Position as per GRAP standards. - Review Cash Flow Statement and classifications used in the workings of the statement. - Review Statement of Comparison of Budget and Actual amounts as per GRAP standards. - Review Statement of Changes in Net Assets as per GRAP standards. - Review Notes to the annual financial statements as per GRAP standards. - Review compliance with new GRAP standards - Review compliance with amendments/improvements made to approved GRAP standards. - Review compliance with Treasury Specimen annual financial statements requirements in as far as it complies with GRAP. - Review the incorporation of mSCOA requirements on the annual financial statements in as far as it complies with GRAP. - Give guidance to management on how to rectify/correct problematic areas. - The service provider should be available as and when required - Review the overall financial statements presentation compliance with the GRAP standards. - Thorough review of the lead schedules and the trial balance. - Assistance with responding to technical audit queries during the audit, as and when required. - Any other related matters. Quotations are hereby invited for the following: Printing and dispatching of monthly municipal account statements to the post office for a period of twelve (12) months. The service provider will receive the municipal statement files in electronic format from the municipality’s financial system and must: a) Set up the printing parameters on their system to ensure that municipal account information is printed on the correct fields, it’s accurate and complete. b) Check the technical quality of the files received from the municipality in terms of the agreed statement format. c) Provide the Municipality with sample of proofs for the “passed for print” order soon after receipt of the files and the designated officials of the municipality must make corrections where necessary and approve the samples for printing and dispatching to clients by post, email, uploading online and /or sms’s. d) Print, sort and dispatch municipal account statements to the South African Post Office for postage. e) The service provider must be able to hand deliver to the municipality other statements that should be dispatched from the Municipality, namely: Bulk or Back to branch statements. f) Provide a monthly exceptions report for accounts with incorrect/incomplete or missing addresses, for the municipality to effect corrections. g) The municipality accounts must be printed using one step mailers. h) Should the municipality decide to implement a new financial system, the service provider will be expected to amend the statement format during the contract period. i) The municipal statements template of the service provider must make provision for notices/messages to be posted on a monthly basis by the municipality. j) The municipal statements template of the service provider must make provision for the age analysis of each account. k) Ensure that the statement template makes provision for advertisements as might be required by the municipality as a revenue generation method. l) The service provider must make provision for any corrections or updates to the statement template as may be required by the municipality during the course of the contract. m) The service provider must be able to generate, print, distribute, and or insert any other ad hoc correspondence to clients of the municipality when requested by the municipality.
