External Upgrade Works MTC
To manage and carry out external envelope works to residential (mixed tenure) properties throughout the Renfrewshire locale.
Various properties within the Renfrewshire boundary.
The Council is looking for sole contractor to cover the following requirements:
— external wall insulation,
— render works,
— cavity wall insulation,
— hard to treat cavity wall insulation,
— loft/rafter/room in roof insulation,
— internal wall insulation,
— flat roof insulation,
— floor insulation,
— domestic windows and doors,
— roof works,
— mechanical ventilation,
— solar panels.
The contract will be for 1 year with the option to extend for up to a further 12 months on 3 separate occasions, depending upon available funding and the availability of suitable properties and subject to satisfactory operation and performance. Any extension will be at the sole discretion of Renfrewshire Council. The contract has 2 parts, Part 1 (planned services) and Part 2 (reactive services). The anticipated value of year 1 Part 1 work is 5 464 343,24 excluding VAT and no further work is guaranteed.
As contained in the Council’s invitation to tender the correct award criteria was Quality 40 % and Price 60 % as used for evaluation purposes, rather than those placed in error within the Contract Notice.
Amendment to the 4B.1.1 – Financial Standing was made during the tender live period and the financial level was reduced from 15 000 000 to 10 000 000 GBP. This revision was broadcast to all parties noting interest in this tender.
In accordance with the tender documents the Council appointed a sole contractor as identified (V2.3). The contractor placed reliance upon the capacities of other entities in accordance with Regulation 64 of the Public Contracts (Scotland) Regulations 2015.
