Bids are hereby invited for the following: Appoint a service provider to design & establish cloud competency centre which will focus more on cloud adoption, best practices, service evolution, technology optimization, Cloud Finance Operations (FINOPS), governance and standardization for a period of five (5) years. Scope of work: Cloud Competency Centre: Design a Cloud Operating Model to include a CCC capable of supporting all clouds including, but not limited to: Amazon Web Services, Microsoft Azure, Oracle Cloud, IBM Cloud including the SaaS: 1. Develop and deliver an organisational structure with roles and responsibilities to support foundational services provided by the CCC, 2. Review and develop a workforce plan to build out foundational services of CCC, 3. Design & Establish Cloud Operating Model capable of supporting all clouds including, but not limited to: AWS, Azure, GCP, Oracle Cloud, IBM Cloud: a. Develop a framework for the multi cloud operations, b. Develop a framework to govern the IT infrastructure, c. Develop a framework to govern the IT applications, d. Develop the best practices throughout the organisation to ensure comprehensive security of the Road Accident Fund’s technology landscape and e. Provide the springboard for adopting new technologies faster to better serve the Road Accident Fund’s mandate (DevSecOp), 4. Develop and deliver an organizational structure with roles and responsibilities to support foundational services provided by the Cloud Competency Centre, 5. Develop and deliver documentation of key functions of Cloud Operating Model components with definitions in collaboration with RAF which are not limited: a. Cloud Governance Policies, b. Standard Operating Procedures and c. Cloud Consumption Cost Models, d. Release management strategy, 6. Develop and deliver: a. A charter for the Cloud Governance Council, b. Documented and defined roles and responsibilities of a Cloud Governance Council, c. Documented and defined roles and responsibilities of the CCC team, d. Develop and deliver documented and defined roles and responsibilities of a cloud DevSecOps team and e. Define roles for collaboration between the Enterprise Project Management Office and the CCC, 7. Review the RAF’s shared responsibility model of cloud security and begin to develop policies around security, identity management, compliance, and other business factors, 8. Develop governance for design, build, and release phases in the (DevSecOp) environment, 9. Enable protection of RAF’s cloud resources and data in line with best practices standards, 10. Provide basic tools and standards for working in the cloud in a clear and consistent way, 11. Develop minimum security standards for solutions hosted on the cloud platforms, 12.
