Reasons for the decision to award: After assessment of all evaluation criteria mentioned in tender document (qualitative criteria and price) the winning tenderer has received the most utility points among all the submitted bids. The offer of the winning tenderer convinced above all regarding: The Organization of Consortium has longstanding experience in CA and vast experience in leading a similar thematic and size projects. It has a good regional Network and Experience and technical expertise in the water sector. Proposed a strong nexus and practical approach - people centered while taking into account the climate and environmental dimension; strong transboundary approach; good understanding of bottom up engagement while feeding national/regional policy dialogue and strengthening capacities of national stakeholders.The proposed project set up, coherence of the distribution of roles and responsibilities among the consortium members are well structured.
Procedures for appeal:This is a public contract under Annex 5 no. 1 let. d PPA. There is no right of appeal.
The contract is concluded subject to the prior approval of credits by the SDC. The contracting authority reserves the right to award subsequent mandates to the successful tenderer of this tender procedure if a change of tenderer for goods, work or services to replace, supplement or extend supplies already provided is not possible for economic or technical reasons, would cause considerable difficulties or would entail substantial additional costs. However, follow-up mandates are subject to the existence of sufficient legal basis after the validity period of the “Federal Act of 30 September 2016 on Cooperation with the States of Eastern Europe”, namely 31 December 2024.
