Scope: The primary objective of this consultancy is to assess the feasibility of a Biodiversity Fund or Facility managed by the DBSA, and provide strategic recommendations on its governance structures, operational framework, accountability, oversight and financial mechanisms. Specifically, the consultant will: • Conduct a market assessment of existing biodiversity funds or facilities from a global, South Africa and regional perspective. Focusing on structure, functionality, governance, and application within the specific geographical context of application. The political economy supporting the respective bench-marked funds needs to be clearly articulated and understood; • Conduct a market assessment of biodiversity finance opportunities in South Africa and the broader African region for piloting and scaling; • Identify potential financial mechanisms and instruments that can be incorporated into the fund or facility, including: - Green, Blue & Sustainability Bonds; - Biodiversity Credits & Carbon Offsets; - Debt-for-Nature Swaps; - Offset Banking & Environmental Compensation Mechanisms; - Blended Finance Models & Risk-Mitigation Instruments; - Other innovative financial instruments that are globally recognized and recommended; • Evaluate the social, legal, institutional, and regulatory considerations (as well as policy inhibitors) for establishing and operationalizing the fund or facility; • Develop a conceptual framework, governance structure, and implementation roadmap for the Biodiversity Fund or Facility; • Identify and develop a network of potential investors, donors, and financial partners to support capitalization and long-term sustainability of the fund; • Assess international best practices and case studies relevant to biodiversity/nature/climate finance.
