Quotations are hereby invited for the appointment of a service provider for conducting a skills audit. Scope: The work of the service provider will include but not limited to: a) Check the correlation between the new organizational structure and job levels based on the newly approved strategy; b) Using existing tools, develop a Competency Framework; c) Based on the Competency Framework, conduct a Skills Audit across all levels. The skills audit can be done online or manually. The service provider will recommend the form of the assessment; d) Consultation with EXCO, social partners and employees on the process prior to commencement (x 3 sessions at 1 hour per session; e) Prepare and present a skills profile of all employees in relation to the standards set; f) Link the results of the Competency Framework and skills gaps analysis to existing systems of Performance Management, career and succession planning as well as Learning & Development; g) Utilize benchmarking techniques with the public sector, as far as possible; h) Trend analysis reports across business units; i) Provide recommendations on how to address skills gaps through training and development and other relevant policies; j) The Service Provider will also be required to conduct a presentation on the implementation plan with timelines and milestones.
